Remember the size and position of the Effects window

Whenever the Effects window pops up in this version, it's always maximized. Even after I click the "Restore Down" icon to make the Effects window resizeable and then click OK, the next time I open it it's maximized again. And if I resize and move the smaller version of the window, the next time I "Restore Down" it comes up centered and always the same size. If I prefer it smaller and offset from center, I have to manually move it and resize it every time.

It should remember my last preference automatically. Whichever state, size and position the Effects window is in when I click OK, it should open in the same state, size and position the next time it opens. When it doesn't, it feels as if the program isn't working with me. Thank you.
